Participants gained a comprehensive understanding of public participation as a cornerstone of democratic governance, emphasizing its importance in policy development and implementation.
Various methods and techniques for fostering meaningful public participation were explored, including town hall meetings, citizen forums, online platforms, and participatory budgeting.
Case studies from diverse contexts were examined to showcase successful examples of public participation initiatives and learn from effective strategies.
Participants learned about the robust legal framework in Kenya that supports citizen engagement, including the Constitution of Kenya (2010), the County Governments Act (2012), the Public Finance Management Act (2012), the Urban Areas and Cities Act (2011), and the Controller of Budget Act (2016). These laws collectively ensure that public participation is integral to the budgeting process, promoting transparency, accountability, and inclusivity.
The training emphasized the importance of leveraging these legal provisions to enhance public involvement in budget advocacy, thereby fostering good governance and ensuring that budget decisions reflect community needs and priorities.

Duty bearers play a crucial role in facilitating and ensuring effective public participation in the budgeting process. Their responsibilities are essential for promoting transparency, accountability, and inclusivity. The key duty bearers and their roles include:
- Ensuring that as duty bearers (leaders) they are accessible to and represent citizens.
- Ensuring existence of forums and opportunities for citizens to participate and engage in matters affecting their lives.
- Providing civic education.
- Developing effective communication channels with citizens.
- Providing timely information to citizens on critical and emerging issues.

Methods of citizen’s participation in budget making process
This session took participants through various methods for effective citizen participation in the budget-making process. Key methods include public forums for direct community engagement, sector hearings focused on specific areas such as health and education, and the County Budget and Economic Forum (CBEF) for structured dialogue. Public submissions, written memoranda, and public hearings by the County Assembly which allow citizens to present detailed input . Additionally, focus group discussions provide in-depth analysis, while social media and online platforms expand participation reach.
Participatory budgeting directly involves citizens in budget allocation decisions. These methods ensure transparency, accountability, and that budgets reflect community needs and priorities.
